Technical Service ProvidersWho are Technical Service Providers and what can they do?The 2002 Farm Bill authorized USDA to use Technical Service Providers. TSPs were included in the 2002 Farm Bill because the demand for conservation assistance is increasing. The TSP effort is also designed to build a new industry of certified professionals from the private sector, non-profit organizations, and public agencies to provide direct technical assistance and deliver conservation services. Who are technical service providers?Technical Service Providers are individuals certified to provide technical assistance on behalf of USDA. Technical assistance includes conservation planning and design, layout, installation, and checkout of approved conservation practices. NRCS and conservation districts have traditionally provided these services and will continue to do so. What's new is that USDA will now reimburse producers for technical assistance provided by certified Technical Service Providers. How will technical service providers become certified?TechReg, USDA’s online certification system will be used to certify Technical Service Providers. The applicant certifies he/she has all required licenses in the states where he/she is seeking certification and that he/she is knowledgeable of state regulations, etc. The Certification Agreement itemizes the responsibilities of the Technical Service Provider. Can Technical Service Providers provide technical services for existing program contracts?Technical Service Providers can provide technical services for existing contracts. A contract modification will need to be made to include the technical service component. When can TSPs begin providing technical services to conservation program participants and receive payment from USDA?When states have conservation program funds for financial assistance, TSPs available, and the conservation program participant has received approval through their program contract. How do I find a certified TSP in my area?Use the TSP Locator feature on the TechReg Website: http://techreg.usda.gov What categories of services are offered by TSPs?There are approximately 43 categories including conservation planning; pest management; watershed planning; environmental engineering; comprehensive nutrient management planning, including manure and wastewater handling and storage; land treatment practices; and nutrient management. Do I need a contract with NRCS before locating a TSP?No. Who can register as a TSP?The TSP registry is intended for registration of individuals and businesses
