eGOV Account Process

The USDA eGov user ID is a key Bush Administration initiative and a cornerstone component of conducting electronic business with USDA, including the use of electronic signatures.

Since March 1, 2003 many NRCS offices have experienced increased interest from the public with regard to participation in the Technical Service Provider process.

Tuesday evening, June 3, 2003 NRCS will introduce a streamlined Internet-based process for Technical Service Providers to obtain USDA eGovernment IDs. The TSP effort is not only a major partnering effort with the private sector but is also one of the first major efforts by NRCS to incorporate eGovernment activities into program implementation.

The first step in NRCS eGov implementation is to provide customers with electronic access to existing and future applications relevant to their program interests.

To streamline this process, new registration processes have been developed: WebCAAF Self Registration for the public, and WebCAAF Service Center for federal employees.
 

Highlights of Self-Registration Process

  • New, customer-friendly, simple password
  • Immediate issuance of permanent user ID and password

  • Elimination of delays associated with mailing passwords and subsequent activation
  • More efficient user interface for field offices to activate accounts
The initial implementation of the eGov ID process will be primarily targeted for TSPs but does not preclude use by any customer wishing to have the option of conducting business electronically with USDA.

The new application is very customer-friendly, and the process can be completed in a few minutes under most conditions.

Customer Self-Registration Process

1)   Customer goes to the WebCAAF SR web site at http://webcaafsr.sc.egov.usda.gov.

2)   Customer enters personal information, and creates user ID and password. Customer MUST enter a valid email address.

3)   Customer will receive a confirmation email indicating registration was successful.

4)   Customer prints AD-2016, and takes/faxes it to the service center. If faxed, AD-2016 must still have notary seal.

Unchanged WebReg Processes

  • USDA offices must have a signed copy of the AD-2016 (hand delivered or faxed / mailed with a notarized signature).
  • USDA employees must confirm the identity of the customer.
  • USDA employees may still need to access SCIMS to enter/modify customer information.
